STATE HOUSING TRUST FUND

The Housing Trust Fund, a dedicated source of funding derived from Unclaimed Property proceeds, is the ONLY state resource devoted to addressing Arizona's housing related needs.

The Arizona Housing Alliance supports the Housing Trust Fund as administered by the Arizona Department of Housing because this flexible source is critical to developing quality housing that Arizonans can afford.

STATE HOUSING TRUST FUND UPDATE

Governor Brewer's proposed 2011 budget provides a summary of 2009/2010 sweeps of the Department of Housing funds and the effect on programs.

In FY 2009, the Department of Housing’s funds were swept for a total of ($32.9 million). ($3.8 million) was swept from the Housing Program Fund, and ($29.1 million) was swept from the Housing Trust Fund. The sweeps from the Housing Program Fund eliminated the following programs: the Governor’s Tribal Housing Initiative, Homes for Arizonans, the Land Trust Incentive, development of new housing units, and emergency repair programs. The sweeps from the Housing Trust Fund reduced the following programs: Homelessness prevention, support for the Arizona Housing Finance Authority, support for Emergency Homeless Shelters, and State matching funds for federal homeless and community development programs. Further, the Housing Trust Fund was limited in Fourth Special Session Laws 2009, Chapter 3, Section 12 to $10.5 million in revenues from the statutory transfer from Unclaimed Property for administrative and programmatic expenditures at the Department of Housing.

 In FY 2010, the Department’s funds were swept for a total of ($4.6 million). ($2.6 million) was swept from the Housing Program fund and ($2.0 million) was swept from the Housing Trust Fund. Because revenues to the Housing Trust Fund for the current fiscal year are used to fund programming in the following fiscal year, the reductions in FY 2009 to the Housing Trust Fund and the described impacts are continued through into FY 2010.

Additionally, Laws 2009, Fifth Special Session, Chapter 1, Section 2 provided reductions and transfers for ($2.5 million) from the Housing Trust Fund and ($1.8 million) from the Housing Program Fund. The Department of Housing will eliminate the Homelessness Prevention Program, support for the Arizona Housing Finance Authority, reduce gap financing for LIHTC projects and reduce various administrative costs in order to distribute these reductions and make the legislated transfers.

NATIONAL HOUSING TRUST FUND UPDATE

The proposed regulations governing how National Housing Trust Funds would be allocated were published in the Federal Register on December 4. Arizona could receive over $16 million annually.  The campaign to secure at least $1 billion to capitalize the NHTF has moved into high gear.  See the Call-To-Action.

The A.C.T.I.O.N. Campaign is working to reinvigorate the tax credit market for affordable housing.  Read our letter to the U.S. Senate Finance Committee supporting the Tax Extenders Act which would extend the housing tax credit exchange program for one additional year.
